Question
AI Growth Zones

During this parliamentary question session concerning potential AI Growth Zones in the UK, the primary focus centered on leveraging AI for regional economic development. Key points included the necessity of AI growth zones, the progress on implementation, and related concerns with data utilization and copyright.

The session began with Lauren Edwards questioning the progress on AI growth zones. In her fillpoint response, Feryal Clark referred to the "AI Opportunities Action Plan", highlighting the initiation of invitations for local and regional authorities to propose potential sites for hosting AI infrastructure. This illustrates proactive measures to distribute AI-related economic benefits across the UK.

Lauren Edwards advocated for Rochester and Strood's potential as a prominent AI growth zone, citing existing sustainable energy projects, an AI accelerator programme, and local universities supporting innovation. This was aimed at highlighting the constituency's readiness and capacity for contributing to the AI sector’s expansion.

Sir Jeremy Wright raised a critical issue concerning the necessary data for AI growth and expressed concerns from the creative industries regarding data usage without due compensation. He sought clarity on whether the Data Bill would address these issues or whether alternative solutions were in consideration.

Feryal Clark's follow-up mentions an ongoing consultation addressing copyright and AI issues, with results expected after the consultation's end on 25 February. Importantly, a speech on the Data Bill was announced, suggesting further discourse on the matter.

The discourse underscored significant groundwork laid toward establishing AI growth zones but highlighted key concerns about data sourcing and intellectual property that are being addressed through legislative means.

As detailed in the “AI Opportunities Action Plan”, artificial intelligence growth zones will help to secure the UK’s position as a global leader in AI, ensuring that benefits are felt across the whole of the UK. My hon.

Friend will be pleased to hear that on Monday we invited local and regional authorities along with the industry to come forward with potential suitable sites for hosting AI infrastructure.

Lauren Edwards

Rochester and Strood, positioned between London and mainland Europe, is well placed to help drive the UK’s AI economy.

We have: several net zero energy projects ready to go, with further plans for a data centre and battery storage; a council that is already using AI and which created an AI accelerator programme to support local businesses; and three university campuses that are driving innovation.

Will the Minister meet me to discuss my constituency’s potential as a future AI growth zone?

I thank my hon. Friend for strongly advocating for her constituency in Medway to become an AI growth zone.

She will well know that the “AI Opportunities Action Plan” outlines the steps we are taking so that the UK can build the cutting-edge computer infrastructure needed to lead in AI development and deployment. I eagerly look forward to reading expressions of interest from hon. Members’ constituencies.

I will be more than happy to meet her to discuss this in detail.
