Question
Prison Capacity: Northern Ireland

The Question session in the House of Commons centered around the issue of prison capacity in Northern Ireland and featured discourse on collaborative practices and concerns about specific prison policies. Robin Swann of the UUP raised a query about ongoing discussions with the Northern Ireland Executive concerning prison capacity trends. Sir Nicholas Dakin, responding, highlighted ongoing engagements between Ministry of Justice officials and their Northern Ireland counterparts through the "Five Nations Forum," which facilitates the exchange of best practices and addresses emerging issues to improve prison administration.

"Five Nations Forum"

A regular meeting initiative involving the Ministry of Justice and the Department of Justice in Northern Ireland to discuss prison-related issues and share best practices.

Swann further pressed on concerns about Northern Ireland's "separated regime," which allocates a special status or "kudos" to prisoners jailed due to paramilitary activities. He aired concerns regarding the potential risks of such policies potentially empowering individuals who may have been radicalized during incarceration. Sir Nicholas acknowledged the caution urged by Swann, stressing the importance of gleaning insights into prison management while remaining vigilant against policies that could produce adverse outcomes.

Sir Nicholas Dakin's anticipated visit to Northern Ireland

To continue discussions on prison practices and explore existing frameworks firsthand later in the year.

The session emphasized practical cooperation between entities to address prison capacity challenges while highlighting the need for carefully considered approaches to policies affecting reformation and reintegration of imprisoned individuals.

Outcome

The session successfully highlighted inter-regional cooperation efforts among UK prison officials while encouraging scrutiny of contentious policies such as the "separated regime." There were no immediate commitments or policy shifts, but there was a significant acknowledgment of the complexities involved in prison management and post-release challenges.

10. What recent discussions she has had with the Northern Ireland Executive on trends in levels of prison capacity.

Robin Swann

The Minister has mentioned best practice. The “separated regime” in Northern Ireland prisons gives those who have been committed to prison as a result of paramilitary activities a special kudos, and when they are released they emerge with a certain status.

Can the Minister see the inherent dangers of applying such a policy on a wider scale when dealing with people who may have been radicalised while in prison and may, when released, bring the effects of that into a broader section of society?

Sir Nicholas Dakin

The hon. Member is right to suggest that we need to learn lessons from wherever they can be learned, and he is right to caution against approaches that might bring about results that people do not wish to see.
